A vessel is not finished when it floats; it is finished when it has papers. For a traditionally built wooden hull the documentation route runs backwards compared with a conventional newbuild — the vessel is measured, documented and assessed as built, rather than approved from plans beforehand. That works, but only if the evidence was collected while the structure was still visible. Registration is decided at the keel, not at the launch.

Why the order is inverted

A conventional classed newbuild starts with plan approval: drawings are submitted, a class society reviews them, construction proceeds under survey against approved plans. So the sequence becomes: build, document thoroughly as you go, then present the as-built vessel for measurement, survey and registration. The vulnerability is obvious. A surveyor cannot inspect a frame that the sole now covers, or caulking that is under two coats of paint. Anything not witnessed and recorded while open is, for documentation purposes, unproven. That is the entire argument for engaging independent supervision from the keel rather than the launch.

Tonnage is the hinge

More of the regulatory consequence turns on measured tonnage than owners expect. It affects which registration category applies, which certificates are required, crewing expectations and survey regime. Because tonnage follows from dimensions and internal volume, it follows from the specification — which means a decision made casually early (“let’s add half a metre of beam”) can move the vessel into a different regulatory bracket.

Commercial use changes everything

The single largest divide is between a private vessel and one carrying paying passengers. Commercial passenger carriage in Indonesian waters has long been restricted to Indonesian-flagged vessels, and a vessel selling cabins faces requirements on construction standards, survey, safety equipment, stability documentation and crew that a private yacht does not.

Those requirements have physical consequences — bulkheads, escape routes, tankage, machinery space arrangements — that are committed during construction. Deciding at month eight that a vessel should be certified for guests is usually too late to be inexpensive. The evidence file, and what belongs in it

Start it at the keel and add to it at every milestone:

  • The written build specification and every approved written variation
  • Timber legality documentation for each delivery — see the wood question
  • Dated photographic records at each milestone, with scale in frame, before the stage is concealed
  • Signed milestone certificates and defect lists with their remedies
  • Measurements recorded against specification lines: scantlings, frame spacing, plank thickness
  • Machinery, equipment and safety-gear certificates, serial numbers and manuals
  • Records of any survey attendance during construction
  • Launch and post-launch records, including take-up behaviour and any remedial work

This file is not bureaucracy. It is the vessel’s provenance, and it does three jobs: it gets the vessel registered, it makes insurance straightforward, and it materially raises the resale value against an otherwise identical hull with no history.
